Integration of Computing and Power Industry: National Policies, Latest News & Enterprise Layouts

1. Policy Level: National Top-Level Strategic Deployment

For the past few months, China has continuously released supporting policies to accelerate the integrated development of computing power and power energy, and officially elevated computing-power and power coordination to a key national new infrastructure strategy.

In the 2026 Government Work Report, computing-power and power synergy was officially included in key national development plans, alongside large-scale intelligent computing clusters, marking that this industry has shifted from regional pilots to nationwide strategic promotion.

Jointly issued by the National Development and Reform Commission, National Energy Administration, Ministry of Industry and Information Technology and National Data Bureau in early May 2026, the Action Plan for Two-Way Empowerment Between Artificial Intelligence and Energy has set clear rigid industry standards.

All newly-built computing power facilities located at national hub nodes are required to reach a green power proportion of no less than 80% with a PUE index controlled below 1.15. New energy-rich regions such as Ningxia and Inner Mongolia implement a full 100% green power supply standard for local data centers and intelligent computing centers.

The policy encourages computing power infrastructure to be equipped with grid-forming energy storage equipment to improve power supply stability and active grid support capacity. It also promotes innovative technologies including DC power supply and integrated pricing mechanisms covering power, computing power and carbon emission.

A flexible power dispatching system guided by electricity price and green power supply signals is being established nationwide. Data centers are positioned as adjustable power loads to participate in peak load shifting of power grids, realizing rational allocation of computing power resources across regions.

Relevant departments have clarified phased development goals. China will initially build a safe, eco-friendly and cost-effective energy guarantee system for computing power industry by 2027, and achieve comprehensive breakthroughs in clean energy supply for AI computing facilities and large-scale industrial AI energy application by 2030.

In addition, the National Energy Administration has incorporated computing-power and power integration into the new power system planning for the 15th Five-Year Plan period, optimized the shared direct green power access mode, and approved nearly one hundred green power direct supply projects with huge installed capacity. Relevant green power usage ratio standards have also been set as core approval thresholds for new computing power projects.

2. News Level: Benchmark Projects Put Into Operation to Accelerate Industrial Ecological Construction

2.1 Large-scale Computing-Power and Green Power Direct Supply Project Officially Operated in Zhongwei, Ningxia

As China’s first large-scale integrated computing and power demonstration project, the Zhongwei Cloud Base invested by China Datang was officially put into full operation in early May 2026.

The total investment of the project reaches 8.7 billion RMB, matching abundant wind power, photovoltaic power generation and energy storage supporting facilities. It is equipped with exclusive high-voltage power transmission lines to realize direct power supply without passing through public power grid.

The project can generate hundreds of millions of kilowatt-hours of clean power every year, fully meeting the daily power consumption demand of local large-scale cloud computing base. It can reduce hundreds of thousands of tons of carbon emissions annually, with the local green power utilization rate exceeding 90%.

Adopting the dual operation mode of physical direct power supply and bilateral energy transaction, the project effectively cuts down redundant power transmission costs and greatly reduces the overall operating electricity cost of local computing power industry.

2.2 Southern Power Grid Launches Integrated Operation System of Power, Computing Power and Carbon Footprint

Southern Power Grid officially launched the trial operation of the coordinated management system covering power data, computing power scheduling and carbon footprint statistics in April 2026.

The system breaks data barriers between multiple industries, realizes cross-regional optimized scheduling of computing tasks according to real-time electricity price and green power supply status, and enriches diversified computing power service pricing modes.

Relying on national east-data-west-computing hub nodes, this system effectively supports cross-regional coordinated allocation of national integrated computing power network resources.

2.3 National Computing-Power and Power Coordination Industry Alliance Established

The first domestic industry alliance focusing on computing and power integrated development was established in Gui’an New Area at the end of 2025.

The alliance gathers more than twenty leading enterprises, power institutions and professional universities in the industry, focusing on completing core tasks such as integrated industry planning, unified scheduling system construction, DC power supply technology research and green power plus computing power transaction mode exploration.

2.4 Green Power Aggregation Pilot Project Connected to Grid in Qingyang, Gansu

As China’s first pilot project realizing accurate matching between computing power demand and centralized green power supply, the Qingyang East-Data-West-Computing Industrial Park green power project was successfully connected to the grid in April 2026.

After being fully put into operation, the project can supply hundreds of millions of kilowatt-hours of clean electricity every year, realizing large-scale local consumption of new energy power and providing stable low-cost green power support for local intelligent computing industry clusters.

3. Enterprise Level: Full Industrial Chain Layout by Leading Enterprises

3.1 Central State-Owned Enterprises Build Core Industrial Infrastructure

As a leading central enterprise in new energy power generation, China Datang takes the lead in building wind-solar-energy storage-computing integrated industrial bases in northwest energy-rich regions, steadily promoting phased grid connection and operation of supporting new energy power generation projects.

China Energy Engineering Group undertakes a large number of EPC general contracting projects for national east-data-west-computing hub supporting facilities, deeply participating in the infrastructure construction of major national computing power nodes, and holding abundant medium and long-term orders in the field of computing-power and power integration.

As a core supporting enterprise of State Grid, NARI Technology deeply participates in the formulation of national industrial standards for computing and power coordination. Its independently developed intelligent scheduling system can realize millisecond-level matching between computing power load and power supply capacity, effectively improving the flexible adjustment capacity of public power grid.

3.2 Private Leading Enterprises Realize Technological and Operational Innovation

Jinko Energy actively deploys cross-border integration business of clean power generation and high-performance computing centers, plans to build large-scale intelligent computing industrial parks in northwest China, and supports computing power operation with self-owned photovoltaic green power resources to realize full-industry-chain profit layout from power generation to computing service output.

Xinjiang Green Energy is a listed enterprise with dual core businesses of clean power operation and computing power investment. It has laid out large-scale intelligent computing centers in many new energy enrichment areas, realizing full green power self-supply and forming obvious cost advantages in power consumption compared with peer industries.

Huawei provides all-round infrastructure hardware support and intelligent energy management technical solutions for major domestic computing-power and power integration projects, and assists hub nodes in building complete wind-solar-storage integrated new energy power supply systems.

Leading energy storage enterprises including Sungrow Power Supply, CATL and BYD focus on researching and developing grid-type energy storage products specially adapted to data center scenarios, complying with national policy requirements, and providing stable peak regulation and emergency power guarantee services for large-scale computing power clusters.

3.3 Local State-owned Enterprises and Emerging Enterprises Accelerate Regional Landing

Many local new energy investment enterprises have successively launched intelligent computing center projects matching local clean power resources in northwest and southwest core computing power nodes, and completed the layout of regional characteristic green computing power industrial parks.

Emerging power electronic technology enterprises verify the linkage technology between energy storage equipment and computing power load scheduling in self-built data centers, continuously optimize technical solutions, and accelerate the commercial promotion of scenario-based computing-power and power coordination products.

4. Core Industrial Development Logic and Market Value

The core development logic of computing-power and power integration lies in realizing two-way mutual empowerment between energy industry and digital computing industry.

On the one hand, low-cost clean green power in western China is directly supplied to high-energy-consumption intelligent computing centers, effectively reducing the overall electricity cost of AI computing industry and breaking the power supply bottleneck restricting the rapid expansion of domestic large-scale model training and commercial computing power demand.

On the other hand, massive adjustable computing power loads can participate in peak shaving and valley filling scheduling of new energy power grid, effectively solving the volatility consumption problem of wind power and photovoltaic power generation, and greatly improving the local consumption efficiency of domestic clean energy.

Relying on China’s abundant new energy resources, mature ultra-high voltage power transmission network and huge digital economy market demand, the integrated computing and power industry is forming core competitive advantages in the global artificial intelligence industry chain, and strongly supporting the steady development of China’s new productive forces.
